An Energy Performance Certificate (EPC) is needed when a domestic property is built and building regulations include standards for energy performance which must be adhered to.

Builders should be aware of the following: 
 
Prospective buyers need to be informed how energy efficient the building is and how it could be improved. 
 
An accredited on-construction domestic energy assessor must carry out an energy performance assessment when the building is complete and produce both an EPC and a recommendation report for the new home. 
The builder must supply the new owner with the EPC within five days of completion. 
 
The builder must notify building control officers at the local council that they have provided the new owner with the EPC
 
It should be noted that building control will not issue a final completion certificate for new builds until they are satisfied that the EPC has been properly produced and presented to the new owners.
